Regulatory innovation / funding and partnerships models

With a focus on Innovation, this second Axis focuses on legal and regulatory aspects, fundamental for the development of the other seven axes of the São Paulo Center for Energy Transition Studies (CPTEn). Based on specific rules of law, researchers guarantee environmental protection and energy planning for the State of São Paulo. In addition to reviewing the Brazilian legal framework, our research is also interested in observing internal legal articulations in other countries, since their strategies could be adapted to the Brazilian context. Therefore, in view of the technological advances under development, the objective is to guarantee that the paths to be taken are bound within legal possibilities, are aimed at guaranteeing human dignity, and stay in dialogue with educational public policies, especially from the perspective of the UN SDG-2030 – advancing, among others things, the eradication of poverty (SDG 1).

Another impact of this approach is in the elaboration of financing and partnership models, identifying how resources reach the public sector and how they impact initiatives that work with this theme. The idea is based on mastering state laws, decrees and resolutions, considering the way they interface with federal and municipal legislations. This axis mobilizes at least four of the 17 Sustainable Development Goals (SDGs), mainly those that seek peace, justice and effective institutions (SDG 16); affordable and clean energy (SDG 7); permeating the eradication of poverty (SDG 1) and the reduction of social inequalities (SDG 10).
